Investigation Dimensions, Practical Dilemmas and Promotion Paths of the Resilience of Community Governance in Megacities from the Perspective of Risks—A Case Study of Chengdu
In today’s world, the great changes unseen in a century are accelerating. The whole world is facing the disturbances of various uncertain risks. Against this backdrop, megacities, due to their characteristics such as gigantic scale, agglomeration of production factors, population mobility, and diversification of social entities, as well as the dynamic changes and mutual coupling of these characteristics, inevitably become high-incidence areas of uncertain risks, and the governance of megacities faces enormous challenges. As the most basic component in the process of urbanization, communities bear many of the risks faced by modern society. Therefore, strengthening the construction of community resilience is crucial for community risk governance and sustainable development. This paper conducts an in-depth discussion on Chengdu. It makes an in-depth analysis of the dilemmas of community governance resilience in Chengdu from five dimensions: organization, system, facilities, residents, and technology, and proposes corresponding promotion paths. It is hoped that this can enhance the resilience of community governance in megacities, effectively respond to various risks, achieve the harmonious, stable, and sustainable development of communities, and provide useful references for emergency management in megacities.
