As Vietnam’s electricity industry undergoes rapid digital transformation in the context of the Fourth Industrial Revolution (Industry 4.0), human capital has emerged as a critical driver of competitiveness and innovation. This paper examines the role of state management in shaping the development of human resources to meet the new demands of an increasingly digitized and automated power sector. It reviews the current governance framework, identifies policy gaps and institutional challenges, and proposes recommendations for more adaptive, future-oriented state management. Strengthening the state’s strategic role in coordinating education, training, and workforce development will be essential to building a power sector workforce that is resilient and capable of harnessing Industry 4.0 technologies.
