The Bay Area Model for Building the “Ecological Chain” of Rural E-Commerce in Counties—A Case Study of the “Leading County” Practice in Wanzhi District, Anhui ProvinceQinyuan Zhu
In the context of empowering rural revitalization with the digital economy, actively exploring the ecological development path of county-level rural e-commerce, Wanzhi District of Wuhu City, Anhui Province, has formed a replicable “bay area model” by constructing an “ecological chain” of rural e-commerce. This study employs the case analysis method to examine the mechanism for constructing the “ecological chain” of rural e-commerce from the five major systems: policy, infrastructure, industry, talent, and market. Practice has shown that this model has driven farmers’ income growth and the strengthening of collective economy. In 2024, e-commerce growth will lead the province, but it faces challenges, such as a shortage of high-end talents and limited depth of industrial chain collaboration. In the future, it is necessary to deepen the application of agricultural big data, mutual recognition of regional standards, and transformation of green supply chains, and promote a leap from scale expansion to value upgrading. The experience of Wanzhi provides a practical model for the digital transformation of county-level economy by integrating ecological elements and breaking through development bottlenecks through collaborative mechanisms. It has important implications for similar counties to provide replicable experience samples and accelerate agricultural and rural modernization.
