The Spread of Reprocessing Capability and Nuclear Nonproliferation during the Cold War

In the second half of the 20th century, the spread of nuclear fuel reprocessing technology posed a serious challenge to U.S. efforts to forestall the proliferation of nuclear weapons. Reprocessing technology, developed initially in the Manhattan Project (the secret U.S. program during World War II to build nuclear weapons), has been applied to recycle nuclear fuel for civilian power generation. Nevertheless, diverting the nuclear technology to produce plutonium for weapons purposes is possible. Reprocessing technology thus ranks with uranium enrichment technology as sensitive dual-use technologies posing nuclear proliferation risks. The United States grappled with the spread of these technologies to prevent nuclear proliferation while promoting peaceful uses of nuclear energy. This article sheds new light on the U.S. role in and response to the spread of reprocessing capability in the 1950s and 1960s.To date, scholars have paid limited attention to this subject.1 In contrast, they have closely examined the spread of uranium enrichment technology and U.S. policy and diplomacy to deal with it in recent years.2 This state of research is not surprising. In the 1950s and 1960s, almost all technical information on reprocessing became open knowledge, unlike uranium enrichment technology, which the United States guarded by secrecy. In addition, not many countries without nuclear weapons had active reprocessing programs. However, in the 1970s, especially after the first Indian nuclear test in 1974, the nuclear proliferation risk of reprocessing technology attracted more attention. Controlling its diffusion became a priority for the international community. Studies on U.S. policy and diplomacy relative to the spread of reprocessing technology focus on the 1970s but not the 1950s and 1960s.3My analysis here seeks to fill the gap in existing studies by illuminating how the U.S. government dealt with the nuclear proliferation risk of reprocessing technology before the 1970s. For that purpose, this article traces the U.S. response to Japan's reprocessing program in the 1950s and 1960s. Since the mid-1950s, Japan had worked on civilian nuclear energy development with assistance from the United States and other countries. The foremost goal was to establish the nuclear fuel cycle, which the Japanese considered imperative for their country, given its scarce energy resources. To this end, Japan sought to acquire a reprocessing capability, starting with the construction of a reprocessing plant in Tokai, with technical assistance from France in 1971. During that time, Japan committed itself to peaceful uses of nuclear power, maintaining its non-nuclear-weapon policy, named the “Three Non-Nuclear Principles.” However, the U.S. government was well aware of the nuclear proliferation risk in Japan's reprocessing program and viewed Japan as a potential nuclear-weapon state in the late 1960s.4 These historical facts render the U.S. response to Japan's reprocessing program a convenient case for scrutinizing how the United States sought to deal with the spread of reprocessing capability to prevent nuclear proliferation. The article also highlights largely unexplored aspects of U.S.–Japan nuclear cooperation. In 1977, the U.S. government under President Jimmy Carter intervened in the Japanese government's decision to operate the Tokai reprocessing plant, drawing fierce responses from the Japanese; the U.S.–Japan confrontation over the Tokai plant operation has been the subject of historical research.5 Scholars have also investigated Japan's nuclear energy development and U.S.–Japan relations in the civilian nuclear power fields.6 U.S. nuclear nonproliferation policy Japan in the 1950s and has also a deal of Nevertheless, has not the U.S. response to Japan's nuclear reprocessing capability development in the 1950s and 1960s. here is to of U.S.–Japan relations in the nuclear power and U.S. nuclear nonproliferation policy Japan before the light on these In the of Japan's nuclear energy the Japanese (the the which the research and development of nuclear energy in the to peaceful The also that Japan reprocessing research and development as of its civilian nuclear power in the 1950s and 1960s, and in Japan information on aspects of the reprocessing program that These in Japan research on reprocessing capability development by a non-nuclear-weapon state and U.S. responses to to open from the United States and Japan to this In the 1950s and 1960s, the U.S. had for and U.S. policy on international for peaceful uses of nuclear energy the Nevertheless, many of the from that this article on U.S. policy from the U.S. of In the of has many to Japan's nuclear energy development and U.S.–Japan nuclear energy in the 1950s and 1960s. Abstract

For that purpose, this article traces the U.S. response to Japan's reprocessing program in the 1950s and 1960s.
