COST-BENEFIT ANALYSIS OF HEAT ISLAND MITIGATION STRATEGY (PART 1) : EVALUATION OF HIGH-REFLECTION TREATMENT ON BUILDING ROOF SURFACES IN OSAKA PREFECTURE
This study focused on Osaka Prefecture, investigating the mitigation effects of applying high-reflectance coatings to building rooftops as a heat island countermeasure. The direct benefits of the intervention were evaluated in terms of energy consumption, while the indirect benefits were assessed in terms of energy consumption and health throughout the year. Based on the results obtained, a cost-benefit analysis of the intervention was attempted. The cost-effectiveness of implementing high-reflectance measures on the rooftops of all buildings in Osaka Prefecture was found to be 1.9%.
