Spatial-Analytical Approach to Land Use Control: The Experience of the Republic of Belarus and Opportunities for Adaptation in Russia

This article analyzes the Belarusian system of spatial-analytical land use control, which is based on the integration of district land management schemes (D-LMS) and the Land Information System (LIS). It explores the potential of combining cadastral data and remote sensing information within a unified digital platform to enhance the timely identification of inefficient and environmentally risky land use. Drawing on a comparison with Russian practice, the study highlights methodological and technological solutions that could be adapted to the regulatory and informational environment of the Russian Federation. The analysis substantiates the need for a transition toward spatially-oriented land management to improve the effectiveness of government oversight and promote sustainable territorial development.
