Study on cost control of Dianzhong water diversion project
Dianzhong water diversion project is the most important and most invested large-scale water conservancy project in the history of Yunnan Province. The completion of Dianzhong water diversion project will fundamentally alleviate the contradiction between production and living water in central Yunnan and effectively promote the sustainable development of central Yunnan. Doing a good job in the cost control of Dianzhong water diversion project can not only prevent the construction investment from exceeding the limit and increasing the pressure of fundraising but also promote the employer and the contractor to strengthen coordination and internal management, optimize the allocation of resources so that the project can achieve the best economic and social benefits. Based on the construction practice of Dianzhong water diversion project, the innovation of the cost control method is studied. The research results show that the innovative financing mode of Dianzhong water diversion project has effectively controlled the financing cost by means of 'equity investment + construction general contracting '. Effectively control the project decision-making cost based on the concept of digital twin construction; effectively control the quality cost through innovative quality supervision methods and expanding the understanding of quality influencing factors; the innovation project management system and mechanism effectively controls the labor cost; the innovative project settlement method effectively controls the performance cost. The research results can provide a reference for cost control of other large-scale water diversion projects.
