ORGANIZATIONAL AND LEGAL ASPECTS OF PHYSICAL CULTURE AND SPORTS: PROBLEMS AND PROSPECTS

Physical culture and sport occupy an important place in the life of society, contributing not only to the physical development of citizens, but also to the formation of a healthy lifestyle, strengthening social cohesion and improving the quality of life. In the modern world, where sport is becoming an integral part of culture and the economy, the organizational and legal aspects of physical culture and sports are becoming particularly important. The organizational and legal framework in the field of physical culture and sports includes a wide range of norms and rules governing the activities of sports organizations, the rights and obligations of participants in the sports process, as well as issues of financing and management. The effective functioning of this system depends on the clarity and relevance of legislative acts, as well as on the ability of authorities and sports federations to adapt to changing conditions. In recent years, Russia has been actively developing legislation in the field of physical culture and sports. The adopted changes are aimed at improving conditions for sports, supporting athletes, developing mass sports and creating infrastructure for sporting events. However, despite the successes achieved, unresolved problems remain, such as insufficient legal protection for athletes, ineffective management of sports organizations, and the need to harmonize national legislation with international standards. The study of the organizational and legal aspects of physical culture and sports in Russia at the present stage has shown that the legislative framework has gone through a significant development path from disparate regulations to a comprehensive system of legal regulation. Nevertheless, it requires further improvement to meet the current realities of the sports industry. Currently, the organizational structure of sports management is a multi-level system that includes government agencies and public organizations. The effectiveness of this system depends on a clear division of powers and improved coordination between the various levels of government. The rights and obligations of participants in the sports process are legally fixed, which creates the basis for protecting the interests of athletes. However, it is necessary to strengthen the mechanisms for exercising these rights and monitoring the performance of duties. Among the existing problems, there is a lack of clarity in the division of powers between state regulation and self-regulation, issues of intellectual property protection, as well as problems of doping control and the fight against corruption. The prospects for the development of the organizational and legal framework are related to the improvement of legislation, the implementation of a strategy for the development of physical culture and sports, ensuring equal opportunities for sports and increasing transparency in the field of sports management. The harmonization of Russian legislation with international standards is also an important step for integration into the global sports community. Thus, the further development of the organizational and legal aspects of physical culture and sports is a key factor for increasing the competitiveness of the Russian sports industry and ensuring the health of the nation. The implementation of the planned prospects will make it possible to create a more efficient and modern sports management system that meets the needs of society.

Abstract

The study of the organizational and legal aspects of physical culture and sports in Russia at the present stage has shown that the legislative framework has gone through a significant development path from disparate regulations to a comprehensive system of legal regulation.
