THE IMPACT OF DIGITALIZATION ON THE SOCIO-ECONOMIC DEVELOPMENT OF THE REGIONS OF THE RUSSIAN ARCTIC
Digital transformation is a new innovative factor in the development of regional economic systems. The digital maturity of a region is the level of readiness of its infrastructure, authorities, business and society to use advanced technologies. In the Russian Arctic, digitalization is considered as a key tool for optimizing processes and improving the efficiency of public and private structures. The authors of the study analyzed the works of scientists and identified a point of view on the social, managerial, multiplicative and economic effects of digitalization and their impact on the socio-economic development of the regions of the Russian Arctic. The analysis showed that there are no studies on the indirect impact of digitalization on the indicators of socio-economic development of the AZRF region in measurable quantities, as well as work on assessing the economic effect of digitalization. The authors of this study propose to evaluate the economic effect of digitalization of the Russian Arctic indirectly through the social effectiveness of implemented digital solutions. The measure of this effect should be the unrealized loss from preventing migration loss of the population, which is an integral indicator that includes a quantitative assessment of various economic risks (losses) from possible negative dynamics of various indicators (human resources, labor productivity, tax and non-tax revenues to the regional budget, GRP, etc.). The research can be useful for scientists in the field of applying digital technologies for the socio-economic development of the region, as well as for teachers, graduate students and students of higher educational institutions.
