LEVERAGING POSTAL SERVICES FOR PUBLIC SERVICE DELIVERY: A COMPARATIVE ANALYSIS OF EXPERIENCES OF THE RUSSIAN FEDERATION AND FOREIGN COUNTRIES, AND DEVELOPMENT PROSPECTS IN THE BAIKAL REGION
This article analyzes the current state and prospects of utilizing the postal sector as a platform for providing state and municipal services. The study examines and analyzes various models of state and municipal service provision within the Russian Federation. It considers both international experience, which demonstrates diverse models and approaches to integrating postal services into e-government systems, and Russian practices, where this process develops unevenly, largely depending on the initiative and support of regional authorities. Special attention is paid to the Baikal Region, where the potential of the postal network is not yet fully realized, despite existing positive precedents. The research draws upon a review of academic publications and studies, an analysis of the current legal and regulatory framework, and relevant statistical data. The findings demonstrate that leveraging the postal sector significantly enhances the accessibility and convenience of services for the population, especially in remote and rural areas. It also contributes to bridging the digital and infrastructural divide between urban and rural populations. This further stimulates the regional economy, fostering integrated territorial development and boosting their socio-economic potential. In light of these conclusions, the project launched in the Republic of Buryatia in 2024 requires detailed study. This includes surveys of representatives from state and local government bodies, the postal service, and the general public, as well as statistical analysis to assess its actual effectiveness. The article proposes specific directions for the further development of this interaction, aiming to improve the quality of life and the efficiency of government engagement with citizens.
