WAYS OF FINANCIALLY SUPPORTING CREATIVE PROJECTS IN THE FILM INDUSTRY

The relevance of the topic is due to the significant contribution of the film industry to the economy (3,5% of Russia’s GDP in 2024) and the industry’s continued dependence on state subsidies with a shortage of private investment. We analyze the structure of financing, including budgetary instruments (the Cinema Fund, grants from the Ministry of Culture) and alternative sources (digital financial assets, crowdfunding). Special attention was paid to the comparative effectiveness of Russian (direct subsidies), French (repayable loan system) and American (market mechanisms) models of support. The results of the study revealed contradictory dynamics: despite the growth in the share of domestic films in distribution to 65%, their return on investment without state support remains low (32%). The development of portfolio investment, the introduction of completion guarantees and tax incentives to attract private investors were proposed as areas for optimization.
