INCREASING THE INVESTMENT ATTRACTIVENESS OF SOCIAL INFRASTRUCTURE FACILITIES WITHIN INTEGRATED TERRITORIAL DEVELOPMENT

The article examines modern approaches to assessing the investment attractiveness of social infrastructure facilities within integrated territorial development (ITD). Key economic, social and regulatory factors influencing investment decisions are analyzed, including financial efficiency, social significance, demographic trends and government support. Based on a systematic analysis of foreign and domestic experience, an author’s methodology for assessing investment attractiveness is proposed, which includes weight coefficients determined by expert assessments and normalized indicators. The methodology allows quantifying project attractiveness by combining commercial efficiency with public benefit. In the practical part of the article, using the example of the construction of a social infrastructure facility, the methodology is applied while taking into account regional imbalances such as infrastructure deficit, budget constraints and migration processes. The results show that even with a high baseline attractiveness, adjustments based on regional factors can reduc e the rating to a moderate level. The study emphasizes the need for an integrated approach, including public-private partnership (PPP), tax incentives and adaptive management solutions. The materials may be useful for investors, government bodies, developers and researchers in the field of u rbanism and regional development.
