Represented by the United States, Western countries have elevated software supply chain security to a national strategy and introduced a series of policies to strengthen critical software supply chain security. Compared with developed countries in Europe and America, the weak industrial foundation and low level of industrial chain have become the “Achilles heel” that affects the high-quality development of China' s manufacturing industry and even national economic security.
