REFLEXÃO ACERCA DA GARANTIA DA POLÍTICA DE GESTÃO EDUCACIONAL NO BRASIL
The assurance of Educational Management Policy in Brazil is deeply intertwined with the financing of education, which operates within a broader context of regional and structural inequalities. Historically, the country has experienced discontinuities in the mechanisms of basic education funding, as seen in the cases of FUNDEF and, subsequently, the instability surrounding FUNDEB. These interruptions have undermined the planning and effectiveness of educational policies. The establishment of the New FUNDEB, approved in 2020, marked a significant advancement by making the fund permanent and increasing the federal government’s contribution. With fairer and more equity-oriented redistributive criteria, the new model seeks to ensure more stable, transparent, and effective funding. This structure better supports education systems, particularly in regions with limited revenue-generating capacity. Grounded in principles of equity, inclusion, and the valorization of education professionals, the New FUNDEB enhances the potential for tangible improvements in the quality of education. In addition to ensuring a more equitable distribution of resources, it promotes the professional appreciation of teachers and the strengthening of school infrastructure, thereby contributing to a more just and efficient basic education system. Despite these advancements, challenges remain regarding the implementation and oversight of this policy. The strengthening of educational management in Brazil will depend on the continued engagement of federal entities, civil society, and public authorities. Consolidating this new funding model is essential to ensuring a quality public education system committed to the comprehensive development of students.
