Astrakhan Region’s position in the rating of the Russian Federation subjects innovative development: analysis and ways to increase the innovative potential of the Astrakhan agglomeration

The methodology for compiling the Rating of innovative Development of Russian regions is examined, which was developed by the Institute for Statistical Research and Knowledge Economics of the Federal State Autonomous Educational Institution of Higher Education “National Research University Higher School of Economics”. When forming this rating, systematized indicators were used that characterize the regions' positions in terms of scientific, technical and innovative development, the introduction of digital technologies, exports of goods and services, business activity in the innovation sector, as well as regional policy and human resources potential. The rating acts as a guideline for authorities, enterprises and institutions of innovative development to determine regional specifics when making decisions about launching projects, as well as for all interested persons who want to apply their knowledge and experience in innovative projects. The situation of the regions of Russia and the Astrakhan region over a number of years is analyzed. The sources of rating compilation, including statistical forms and statistical indicators characterizing innovative development, have been studied. A study of the strengths and weaknesses of the Astrakhan agglomeration in the field of innovative development has been conducted. The rating data indicate that the Astrakhan region's position in the field of innovation activity from 2017 to 2021 remained at a fairly high level of 48-49 place. According to the results of the 2023-2024 rating, the positions decreased to 60th and 65th places. An analysis of the reasons for the region's decline in the rating was carried out, and suggestions were made to remedy the situation.
