CONCEPTUAL APPROACHES TO THE DESIGN OF EDUCATIONAL PROGRAMS FOR BASIC HIGHER EDUCATION

The article reveals the conceptual foundations for the development of teacher training programs as part of a pilot project that Moscow Pedagogical State University has been implementing since 2023 among six universities designated by Decree of the President of the Russian Federation. It is shown that this mission allowed the university to institutionalize the advanced developments of its scientific schools and offer pedagogical education training models based on the traditions of previous cultural and historical stages and taking into account the latest trends in the social and technological development of the country. The author emphasizes the university’s principled position aimed at strengthening the fundamentals of teacher training and personal development as the meaning of pedagogical activity. A value-semantic (axiological) approach is singled out as the methodological basis of the MPGU pilot project. The article reveals the role of the Core of teacher education as a guideline in designing programs of a new level - basic higher education (BVI). It is emphasized that in the pilot programs, the content of all modules and Core disciplines has been adjusted, and integrative links have been strengthened when combining specialties and filling specific modules. A special role is assigned to the socio-humanitarian module, which is united by the idea of Russian statehood, which is fundamental not only for the disciplines of this module, but also for the educational program as a whole.
