Strategy Research on Effectively Regulating Illegal Behaviors of Electric Bicycles Based on CBAM-YOLOv5 Algorithm

With the acceleration of urbanization and the increase of residents' travel demand, the number of electric bicycles has increased year by year, accompanied by many chaos, which is not conducive to maintaining the city image and social stability. The purpose of this paper is to explore the countermeasures to effectively regulate the illegal behavior of electric bicycles, improve the identification accuracy of illegal behavior of electric bicycles through improved algorithm technology, and boost the governance ability of the government ruled by law. Firstly, this paper analyzes the rapid growth of the number of electric bicycles and its accompanying illegal status, and then points out the existing problems such as weak public awareness of law-abiding, diverse illegal acts, imperfect fair punishment system and lack of information means. On this basis, a series of countermeasures and suggestions are put forward, such as strengthening public awareness of abiding by the law, unifying punishment standards, building a whole-process supervision platform to form a multi-departmental synergy, and optimizing the identification technology of electric bicycle violations (a CBAM- YOLOv5 algorithm for electric bicycle monitoring technology), with a view to achieving comprehensive supervision and effective governance of electric bicycle violations, thus contributing to the construction of a government ruled by law and the study of countermeasures for comprehensive governance.
