INNOVATIVE POTENTIAL OF THE CONSTRUCTION INDUSTRY: METHODOLOGICAL APPROACHES TO ASSESSMENT

The development of the construction industry is largely determined by its level of innovation, which enhances productivity, efficiency, and quality. A systematic approach to evaluating the sector's innovative potential is crucial in the context of military conflict, post-war recovery, increasing global competition, sustainability requirements, and digitalization needs. However, the absence of a unified methodology complicates strategic decision-making at both macro and micro levels. This study aims to develop a methodology for assessing the innovative potential of the construction industry by classifying existing approaches and proposing an integral evaluation model. The proposed methodology is based on a composite index that considers innovative resources, environmental factors, and external integration opportunities. By analyzing the strengths and weaknesses of different approaches, the study introduces a framework for measuring innovation capacity, taking into account industry-specific challenges such as long project lifecycles, high capital intensity, and regulatory dependence. The findings provide valuable insights for policymakers, investors, and industry professionals, facilitating strategic planning and enhancing the competitiveness of the construction sector. The proposed methodology contributes to the formation of effective innovation management strategies and supports sustainable development in the postwar reconstruction phase.
