The article examines the issues of managing the formation and development of financial institutions as a factor in ensuring Russia's financial security. The principles of a new scientific concept for solving this problem and the academic discipline "theory of managing the formation and development of financial institutions" are proposed. The main technologies for managing the formation and development of financial institutions are briefly described.
