ANALYSIS OF METHODS AND TECHNIQUES OF PERSONNEL POLICY

The article presents a comprehensive analysis of the methods and techniques used in researching the personnel policy of the Charity Foundation for IDPs "Dity-Kvity." The application of systems analysis allowed us to view personnel management as a holistic process that includes recruitment, adaptation, training, motivation, and evaluation of staff effectiveness. The theoretical foundation of the study was formed by scientific publications, regulatory legal acts, and international standards for personnel management in charitable organizations. Empirical data was collected using expert interviews, surveys, and the observation method. The effectiveness of the personnel policy was assessed based on quantitative and qualitative analysis, allowing the identification of the strengths and weaknesses of the foundation's HR strategy. The results show that the foundation has an effective personnel recruitment system but requires improvements in long-term motivation mechanisms and professional staff development. The research demonstrates the importance of social significance of work as the dominant motivational factor for employees in the charity sector, accounting for 85% of overall staff motivation. Recommendations are proposed for developing a system of non-material incentives, creating career trajectories, and implementing mentoring programs that will reduce staff turnover and increase the effectiveness of charitable organizations in the long term.
