POLÍTICA DE CRÉDITO FUNDIÁRIO NOS GOVERNOS BOLSONARO E LULA: UMA ANÁLISE COMPARATIVA

ABSTRACT This paper analyzes the National Land Credit Program (PNCF) under the governments of Jair Bolsonaro (2019–2022) and Luiz Inácio Lula da Silva (2023–2025), focusing on the continuation and changes in the guidelines and implementation of this land purchase and sale policy, included in the agrarian reform policy since the 1990s. The research is justified by the emphasis given to the PNCF as a measure of land distribution to rural families. The problem investigated is: what is the performance of the PNCF in each of the two governments, in terms of volume of credit negotiated, number of contracts signed and number of user families? We assume that different political contexts and ideological approaches between terms result in different outcomes for the program. Methodologically, we adopted a qualitative approach, combining a bibliographic review on the PNCF, in sources that address the topic, and documentary research in reports from institutions such as INCRA and the Ministry of Agrarian Development. We found that the Bolsonaro government, under neoliberal economic guidelines, reduced the budget, restricted financing conditions and prioritized the market agenda, causing a drop in the number of credit concessions and in the volume of resources for rural families. In contrast, the Lula government, with a declared focus on social justice and reducing inequalities, increased the rates of access of families to land credit, despite budgetary limitations in the context of a fiscal crisis. The conclusion is that, on the one hand, the Bolsonaro government reduced credit concessions; on the other, the Lula government implemented actions to reverse them, showing that, despite different ideological approaches, the PNCF remains a strategic instrument in the Brazilian agrarian reform policy. Keywords: National Land Credit Program. Bolsonaro government. Lula government.
