A methodology for the analysis of Safety Management Systems for road infrastructures and related analysis following road accidents near road construction sites
With the issuing of the Guidelines for the implementation, certification, and performance evaluation of Safety Management Systems (SGS-ISA) for the verification and maintenance of road infrastructures, Ansfisa has provided road managers with a tool that has the aim of standardizing all risk control and maintenance processes of Italian road infrastructures. Starting from the analysis of road accidents involving road construction sites the present work highlights the most recurring incidental circumstances found in Italy that were used to identify a reference scenario. In that reference scenario, a verification and control tool proposed as part of SGS-ISA Guidelines was used. From the analysis of the reference scenario and the road operator’s organization it was possible to conclude that before the installation of a construction site it is necessary to carry out a change management process that include risk assessment and the development of a monitoring plan for unwanted events.
