The structure of a region’s intellectual capital based on the decomposition of cognitive activity types

Intellectual capital, identified at various levels of socio-economic systems in relation to various entities, is currently the main source of competitive advantages and a factor of socio-economic growth, which necessitates the implementation of processes of its formation and development through effective management. The transition to a post-industrial society and the processes of digitalization lead to changes in the composition of the components of intellectual capital and the nature of interaction between them, which must be taken into account when forming a decomposition model of intellectual capital at the regional level. The necessity of decomposition of the key components of intellectual capital at the regional level is substantiated. As a result of the analysis of existing approaches to the structural decomposition of intellectual capital components, it was concluded that the classical structure of intellectual capital, which includes components of human, organizational and relational capital, is the most preferable. A number of problems were identified in the use of existing approaches to decomposition, which made it possible to determine the main directions and objectives of the study. As a basis for the decomposition, it is proposed to use the structure of intellectual capital at the organizational level, correlated with the types of cognitive activity that are distinguished at the next level of the hierarchy of elements. The specifics of the subsystems of regional intellectual capital determine the directions of modification of the types of cognitive activity in the model. The presented decomposition is the basis for the development of a hierarchical model of intellectual capital based on socio-economic indicators regulated in strategic policy documents of regional development. The use of the model will ensure monitoring of the economic and agglomeration growth of territories, which will contribute to the implementation of effective management processes for their development.
