The path of improving the efficiency of internal control in project engineering procurement
The internal control efficiency of engineering procurement in public institutions significantly impacts the effectiveness of fiscal funds and public interests. This paper addresses the issue of 'emphasizing processes over controls,' analyzing the current status and shortcomings at the institutional, execution, and supervision levels. It explores the causes of institutional flaws, delayed execution, and ineffective supervision. Based on these findings, the paper proposes targeted improvement strategies from four dimensions: institutional optimization, process reengineering, technological empowerment, and enhanced supervision. The aim is to address the current internal control efficiency bottleneck by establishing a full-cycle dynamic control system, introducing digital tools, and strengthening the coordination of internal and external supervision. This provides theoretical references and practical guidance for enhancing the standardization and transparency of engineering procurement in public institutions.
