Decision Support Center as a Tool of Expert and Scientific Support of Mine Rescue Operations
A modern mining enterprise as a complex technological system, the features of mining-geological and mining conditions of underground operations, and emerging decision-making conditions during mining rescue operations have been considered. The main areas of the development of Russia in terms of modernization and expansion of the trunk infrastructure have been highlighted. It has been noted that the regions considered promising for the construction of new ore mining enterprises are characterized by adverse climate and permafrost. In addition, a significant growth in the scale and complexity of manmade accidents occurring at mining enterprises has been registered, which causes a serious increase in the complexity of mining rescue operations and measures of localization and elimination of accident consequences. Based on the above-mentioned, it has been proposed to establish a Decision and Mining Rescue Support Center based on the FSTI «National Mine Rescue Center». Practices of its functioning have been provided, and its goal, objectives, and functions have been determined. The practices of organization of such a center within the framework of interdepartmental research and development studies, «Safe Arctic – 2025», have been provided. The results of the analysis of the operation of the Decision Support Center for the period of 2017–2025 can classify it as an efficient and comprehensive tool of scientific, expert, and engineering support of mining rescue operations. The adopted development perspective of the scientific framework of the FSTI «National Mine Rescue Center» aiming increase of functioning efficiency of the Decision and Mining Rescue Support Center, helps to obtain the competencies of the participants, ensure the high level of its operation considering the growing complications of mining and geological conditions of fields, combinations of various technologies of mining operations and increase their concentration, including the conditions of the Arctic area of the Russian Federation.
