DIGITAL COMPETENCE OF STUDENTS IN THE CONDITIONS OF FUNCTIONING OF INFORMATION TECHNOLOGY TOOLS

The article analyzes the recently adopted Resolution of the Cabinet of Ministers of Ukraine «Some Issues of Creation, Administration and Ensuring the Functioning of Information Means», identifies the main provisions (out of 21) that relate to the educational sector, and identifies methodological and methodological aspects of teaching the outlined concepts during the training of education seekers. The educational process is little studied. The content of an important digital characteristic of the concept of the life cycle of educational information means is disclosed. According to the requirements of the Resolution, the life cycle should begin: with a motivated initiation of the idea of creating a task, project and software for it; development of requirements for the ergonomics of the educational process, aesthetics; study of information on cyber security; taking into account the requirements of the education standard, etc. In our opinion, the effectiveness of such activities should be achieved with an effective grid schedule of planning and its clear implementation to achieve learning outcomes. The concept of the methodology of the functioning of grid planning and management in the educational process, which is based on systems theory, systems analysis, modeling, etc., is disclosed. Based on the requirements of the Resolution, the requirements for the formation of project-based learning have been clarified. In most cases, this concept is understood as the project method as an educational technology based on a dynamic approach to the organization of education. The structure of the educational project has been formed in accordance with the requirements of the Resolution. outline the definition of the concept of knowledge and technology transfer in the development of professional skills of education seekers. The most acceptable may be the official definition of the European Commission as a series of activities aimed at attracting knowledge, both explicit (patents) and implicit (know-how, skills or competencies) from those who create them to those who will transform them into results. Technology transfer is carried out in the process of transforming acquired knowledge into practical activities in educational, scientific and professional activities.
