Modern regulating mechanisms for labor migration at the regional level
The analysis of labor migration regulation mechanisms in Russia allows us to establish that they are influenced by spontaneous processes of forced migration. Meanwhile, sustainable development of labor resources in modern conditions is very difficult and is caused by various factors that stimulate interregional labor migration. The set of cause-and-effect relationships of the labor force regulation mechanism is considered, including various forms of labor migration, mobility management, and development of competencies. The use of international migration principles seems to be a useful analogy in relation to interregional migration in the context of regional changes in macro-territories for political reasons. Digital processing of statistical data using algorithms and programming languages can provide effective results for the analysis and synthesis of labor force behavior and their further regulation. An important role here is played by system-forming organizations that influence to neither migration processes and control the movement of labor resources, no also the development of entire regions.
