The article examines the analysis and assessment of the level of institutional development of Russia and Central Asian countries based on international indicators in the context of global instability. The purpose of the work. The dynamics and structure of the institutional development of Russia and Central Asian countries are analyzed on the basis of international ratings. The economic freedom index for the period 2000-2024 and its impact on the institutional state of Russia through the construction of a multiple regression model are considered. The importance of regional institutional competition, especially from Kazakhstan and Uzbekistan, is emphasized. Particular attention is paid to the institutional risks associated with Tajikistan and Turkmenistan, as well as the demonstration effect of successful reforms. The corruption perception index is analyzed, where stable positive trends are observed in Kazakhstan and Kyrgyzstan. Methodology. The research uses methods of historical and economic analysis, theory of industrial and technological balance of the economy, system paradigm, evolutionary and institutional theory, expert and analytical assessments. Results. A multifactorial model of quantitative analysis of the institutional backwardness of Russia and Central Asian countries based on international indices (Index of Economic Freedom, Corruption Perceptions Index, Worldwide Governance Indicators) has been built. For the first time in the scientific literature, a regression model is presented that evaluates the impact of the institutional characteristics of Central Asian countries on the index of economic freedom of Russia. The analysis revealed a statistically significant institutional relationship between the countries of the region, as well as the differentiated influence of individual states on Russia's institutional guidelines. Conclusions. It is revealed that Kazakhstan and Uzbekistan have a stimulating effect on the institutional development of the Russian Federation, while Tajikistan acts as a risk factor. The results obtained make it possible to assess cross-border institutional effects within the framework of Eurasian integration.
