Fundamentals vs. Strategy: A Legal Conflict of Regional Politics
The author analyzes two main documents of regional policy — the presidential Fundamentals and the government Strategy — and sees a conflict between them. In 2025, both documents expire and, in anticipation of their extension, the article discusses a way to overcome the identified contradictions. Its meaning lies in the systemic streamlining of regional policy and the corresponding change of both the Fundamentals and the Strategy.
