Forms of Direct Involvement of Citizens of the Russian Federation in Solution of Issues of the Territorial Organization of Local Self-Government and Administrative and Territorial Structure: Some Problems of Legal Regulation and Law Enforcement

The article analyzes actual forms of direct democracy used in making decisions on education, transformation, and changing the boundaries of municipalities, administrative-territorial units, and settlements. To this end, federal and regional legislation, the practice of the referendum commissions, the Constitutional and Supreme Courts of Russia are being investigated. The most significant problems of law-making and law enforcement in this area of constitutional and municipal legal relations are identified, and ways to solve them are proposed.
