A Statistical Analysis of the Scientific Potential of the Irkutsk Region

The development of the Russian economy requires an increase in the volume of competitive high-tech products and the entry into the market of new products that meet the realities of modern times. These conditions imply the need to develop and modernize the innovative potential of regions that are part of the integrated potential of the country. Innovative modernization requires changes in the material and technical, scientific and technological, structural, resource, and institutional directions. Consequently, changes in educational, scientific, intellectual and human resource potential are necessary, which in turn leads to a revision of the main directions of investment and financing. All this will make it possible to raise the country’s economy to a new innovative and modernized level and to carry out transformations not only in the production but also in the social spheres. Thus, it is necessary to create conditions and prerequisites for the formation and development of the scientific and innovative potential of the regional economy and, as a consequence, the state as a whole. This topic is very relevant in the context of the changed political situation and Russia’s position in the global market.
