EFFICIENCY OF RESOURCE USE IN THE HEALTHCARE SYSTEM AT THE REGIONAL LEVEL: ANALYSIS OF ECONOMIC INDICATORS AND OPTIMIZATION PATHS
In the context of the ever-increasing burden on the healthcare system and limited resources, the problem of their efficient use at all levels, including the regional one, is becoming especially urgent. This paper provides a comprehensive analysis of the current state of the healthcare system in one or several regions of the Russian Federation with an emphasis on the economic aspects of the functioning of healthcare organizations. The study covers key areas: structure and sources of financing, distribution of human and material resources, level of availability and quality of medical care to the population. Particular attention is paid to the analysis of budget planning and execution, use of compulsory medical insurance funds, as well as identification of imbalances in the distribution of resources between different categories of healthcare institutions — from primary health care to hightech specialized care. The analysis revealed existing problems such as inefficient distribution of budget funds, insufficient equipment of remote areas, uneven workload of health workers and low transparency in resource management. Based on the data obtained, recommendations were developed to optimize resource management in the field of regional healthcare, aimed at increasing the efficiency of budget funds, introducing modern approaches to planning and monitoring resource expenditure, developing digital technologies in healthcare management, and strengthening the preventive focus of the system. The work is of practical importance for government bodies, heads of medical organizations and specialists in healthcare management, since it allows increasing the economic sustainability and availability of medical services in the region.
