The formation of the European Community produced an important phenomenon in modern Administrative Law: A European Community Administrative Law, which is distinguished by its dialogue with the Administrative Rights of the Member States. The novelty, however, has repercussions beyond, as an aspect of a new paradigm for hegemonic political societies. The question that arises is to know at what level it impacts the democratic debate. Current democracy depends to a high degree on the procedural model of administration. The future of democracy depends on the paths followed by the State and public administration, especially in the current integration environment. The legal dogmatic method was used, with the use of bibliographical auxiliary methodological procedures.
