Pharmaceutical Activities: Mechanism of Criminal Offenses

In the course of the study, it is established that the mechanism of committing a criminal offense in the field of pharmaceutical activity is formed by: structural components of the stages: procurement of pharmaceutical raw materials (sowing, growing, harvesting, storage, production from animal organs, chemical compounds and minerals); production and import of medical products (medicines; medical materials, medical equipment); subjects of criminal offenses, who, in the process and under the guise of pseudo-legitimate methods of pharmaceutical activity, turn the above stages into means: creation of surplus pharmaceutical raw materials; manufacturing of surplus medical products; their delivery “to a free place” to pharmaceutical trading companies, under the guise of temporary shipping documents, which are destroyed after the sale of surplus medical products, and the proceeds from the sale of surplus medical products are not recorded at the cash desk, but distributed among the accomplices in the commission of the criminal offense and misappropriated. The cycles of “supply of surplus medical products”, “sale of these products”, “non-recording, cash receipts and their misappropriation”, which makes room for a new batch of surplus medical products", can be repeated many times. Abstract
