Directions of Adaptation of Public Libraries of Ukraine in the Digital Society
The relevance of the article. The rapid development of the digital society fundamentally changes information consumption patterns and user needs, demanding a rethinking of the role and functions of traditional institutions like public libraries. Understanding the adaptation processes and transformation strategies of public libraries in this new context is crucial for ensuring equitable information access and fostering digital inclusion within communities. This study addresses the urgent need to analyze how Ukrainian public libraries are navigating the challenges and opportunities presented by pervasive digitalization. The purpose of the article. The main purpose of this article is to theoretically analyze the functions, challenges, and transformation strategies of public libraries within the framework of the contemporary digital society, with a specific focus on the Ukrainian context. The study aims to identify key trends, assess the impact of digitalization on library services and roles, and outline strategic directions for future development. The methodology. The research employs a methodology based on conceptual analysis, theoretical synthesis, and a critical review of existing scholarly literature. Key concepts such as “information society”, “digital society”, “information culture”, “digital divide”, and “library transformation” are analyzed. Relevant Ukrainian and international publications, strategic documents, and reports concerning library digitalization and societal changes are integrated to build a coherent theoretical framework. The results. The analysis reveals that the digital society imposes new demands on public libraries, transforming them from mere book repositories into multifunctional community hubs. Key transformation areas include developing diverse e-resources and digital services, actively engaging users through digital communication channels, and playing a vital role in promoting digital literacy and culture. However, Ukrainian public libraries face significant challenges, including uneven digital infrastructure development, funding limitations, the need for continuous staff upskilling, and adapting services to meet evolving digital user expectations, further exacerbated by the ongoing war. The scientific novelty. The scientific novelty lies in the integrated theoretical synthesis that examines the specific role and transformation pathways of Ukrainian public libraries within the distinct context of the “digital society”, going beyond general “information society” concepts. It connects the challenges of digitalization, digital culture promotion, and community engagement in a unique national setting. The practical significance. The findings can inform the development of national and regional library policies, strategic planning for individual libraries, and the design of professional development programs for librarians. The results provide insights for stakeholders aiming to enhance the role of public libraries in fostering an informed and digitally inclusive society in Ukraine. Conclusions. Public libraries remain vital institutions in the digital society, but their survival and relevance depend on strategic adaptation and continuous transformation. Key success factors include adequate funding, policy support, development of digital infrastructure and competencies, user-centered service design, and active community engagement through both physical and digital channels.
