FEATURES OF REGULATION OF INTERNATIONAL MIGRATION OF HUMAN RESOURCES IN THE CONDITIONS OF GEO-ECONOMIC TRANSFORMATIONS
The article explores the peculiarities of regulating international human migration in the context of geoeconomic transformations. The key factors influencing migration processes are analyzed, including globalization, structural changes in the global labor market, demographic trends and digitalization of the economy. Current challenges for donor and recipient countries, including the loss of qualified personnel, the need to adapt migration policies and the integration of migrants into host societies, are considered. The role of international institutions in regulating migration processes, including the activities of the International Organization for Migration, the International Labor Organization and the European Union, which contribute to the harmonization of legislation and the protection of migrants' rights, is defined. Special attention is paid to the mechanisms of regulating migration flows, in particular, the use of public policy instruments to attract highly qualified specialists and prevent illegal migration. The peculiarities of adaptation of national policies to modern geo-economic realities, as well as the need to develop new strategies for effective migration management in the context of global economic instability are highlighted. The author suggests ways to improve the institutional support of migration policy, in particular through the expansion of international cooperation, the conclusion of interstate agreements and the introduction of digital technologies in migration control processes. The study substantiates the importance of social and legal protection of migrants, which is an important factor in their effective integration into host countries and ensuring sustainable economic development of both recipient and donor countries. Prospects for further research aimed at assessing the impact of geo-economic changes on labor mobility and developing comprehensive measures to optimize migration processes are identified. In particular, the author emphasizes the need to create flexible mechanisms for responding to rapid changes in the global economy and politics that affect migration flows. The importance of developing national strategies that take into account both domestic labor market needs and international human rights obligations is also emphasized.
