MECHANISMS OF RESTORATION AND DEVELOPMENT OF THE SANATORIUM-RESORT COMPLEX OF UKRAINE WITHIN CURRENT CHALLENGES

The sphere of tourism and resort sector as one of the leading industry has been determined in the article which forms the world tendencies of the development of economic. The consequences of the military actions and the occupation of the territories of Ukraine, the financial and the economic crisis on the current state of the functioning of industry have been analyzed, namely, on the reduction of demand for the native tourist products. The directions of the formation of the state policy have been determined, which are focused on the restoration and the development of the sanatorium and the resort complex of Ukraine. The tasks have been set, in the condition of the implementation of which the resort industry of Ukraine will be able to have opportunity of competitiveness in the world tourism market. The need of the formation of the new model of the strategy of the development and the restoration of the sanatorium and resort complex with the definition of the clear goal, strategic and operational objectives has been emphasized, taking into account the existing resource potential of the region (community), the conditions of the uncertainty of its realization and the experience of the countries that have experienced the consequences of the war. For the achievement of the goals of the Strategy within the framework of the determined priority directions, it is necessary to ensure the effective interaction of legal, organizational, economic and financial mechanisms of state regulation of the development of the sphere of tourism and resort. One of the conditions of the successful realization of the Strategy is the development and the implementation of the system of monitoring taking into account the objective indicators of the development. Besides, it is the constant comparison of the results of its realization in the part of the achievement of the goals of the Strategy and the regional strategies of the development. The realization of the provisions of the Strategy, the implementation of the plan of the measures, and monitoring of the state of their implementation will be carried out with the central and local executive authorities and local self-government bodies on the basis, within the limits of their powers and in the manner provided with the Constitution and the laws of Ukraine.
