VECTOR OF DEVELOPMENT OF INCLUSIVE EMPLOYMENT IN THE REPUBLIC OF BELARUS

The purpose of this study is to conduct a comprehensive analysis and scientific assessment of the development of "inclusive employment" in the Republic of Belarus. Currently, workers with disabilities make up 0.6% of the total employed population. However, the consistent growth of this figure in recent years has emerged as a social issue that requires regulation. The findings of the study show regional trends with a steady decrease in the overall number of people employed in the national economy, alongside an increase in the number of workers with disabilities. It has been observed that the average salary of these workers declines as their working hours increase. A hypothesis has been verified that this phenomenon is attributed to the fact that, despite working longer hours, the labor intensity of disabled individuals does not rise, and their productivity remains low. The article evaluates inclusive employment by focusing on the Mogilev region. It reveals that the wages of workers with disabilities in this area are significantly lower than the national average. The research conclusions indicate that there is no correlation between nominal wages and the number of employees in this category or between the wage fund and the average wages accrued for these workers. Based on these findings, specific recommendations are proposed to adjust the inclusive employment policy at both the regional and national levels.
