STATE SOCIAL RESPONSIBILITY IN ENSURING SOCIAL GUARANTEES IN UKRAINE UNDER MARTIAL LAW

The article explores the concept of state social responsibility in the context of ensuring social guarantees during the martial law period in Ukraine. It highlights the theoretical foundations of the welfare state model, emphasizing its constitutional obligations to protect the rights and freedoms of citizens. The urgency of this issue is dictated by the complex social and economic challenges brought about by the full-scale war, which has resulted in a dramatic increase in vulnerable populations, particularly internally displaced persons (IDPs). The paper discusses the institutional and normative framework of social policy in Ukraine, focusing on the evolution of state approaches to managing social protection systems in times of crisis. It underlines the critical role of government institutions in maintaining stability and social justice, especially under extreme conditions such as armed conflict. This study pays special attention to the need for effective state interventions that can respond to large-scale humanitarian needs without compromising the sustainability of the social security system. The notion of social responsibility is interpreted not only as a legal and economic function of the state but also as a moral obligation to uphold human dignity. The article argues for a comprehensive reassessment of budget priorities and the implementation of inclusive and flexible mechanisms of assistance delivery. Furthermore, it emphasizes the importance of collaboration between the state, civil society, and business in achieving long-term social cohesion and resilience. Through a focus on budget dynamics, legal provisions, and policy responses, the article contributes to the broader discourse on governance, human rights, and state accountability. It also addresses the challenges of aligning national social standards with real societal needs during and after the conflict. The necessity of proactive, inclusive governance capable of adapting to new social realities is framed as a prerequisite for the successful post-war reconstruction of Ukraine and the development of a truly responsible democratic state.
