This approach will help to further explore the institutional framework and structure of constitutional implementation in the Special Administrative Region.. Therefore, it is crucial to frst clarify the theoretical meanings of these three dimensions before identifying specifc pathways to enhance the institutional framework for implementing the Constitution.
