Exploration of the Path for “Five-Community Linkage” to Empower Rural Governance under the Background of Rural Revitalization

在乡村振兴战略背景下，乡村治理面临主体缺位、资源分散、服务能力薄弱等现实困境。“五社联动”机制通过党建引领、资源整合与专业协作，为破解乡村治理难题提供了创新路径。研究基于协同治理理论，系统分析了“五社联动”在整合资源、激活主体、提升效能方面的适配性，并提出“党建引领 + 资源整合 + 专业赋能 + 社区激活 + 慈善助力 + 数字赋能”的六维实践路径。结合汉中市略阳县徐家坪镇移民安置区的实证案例研究发现，“五社联动”赋能乡村治理模式能显著提升矛盾化解率与公共服务满意度，但需通过政策优化、能力建设与机制创新构建长效机制，并立足本土化适配，推动“五社联动”在乡村治理中发挥更大效能。Against the backdrop of the rural revitalization strategy, rural governance is confronted with practical predicaments such as the absence of a subject, scattered resources, and weak service capabilities. The “Five-Society Linkage” mechanism, through Party building leadership, resource integration and professional collaboration, provides an innovative path for solving the problems in rural governance. Based on the theory of collaborative governance, this study systematically analyzed the adaptability of the “five-Community Linkage” in integrating resources, activating entities, and enhancing efficiency, and proposed a six-dimensional practical path of “Party building leadership + resource integration + professional empowerment + community activation + charitable assistance + digital empowerment”. Based on the empirical case study of the Xujiaping Town Resettlement Area in Lueyang County, Hanzhong City, it is found that the “Five-Community Linkage” empowering the rural governance model can significantly improve the rate of conflict resolution and the satisfaction of public services. However, a long-term mechanism needs to be established through policy optimization, capacity building and mechanism innovation, and based on local adaptation, to promote the “Five-Community Linkage” to play a greater role in rural governance.
