Policy Layout and Cross-Sectoral Collaboration in Zhejiang Province: Insights from Text Mining
Government press releases are important sources for examining policy directions and development priorities. Text mining has become a widely used quantitative method in public policy research, yet studies specifically addressing connections across different policy themes in local government communications are limited. This study uses text mining techniques to analyze 1,772 press releases issued by the Zhejiang provincial government from July 2023 to June 2024, exploring the policy theme structures and their interrelationships. Results indicate that Zhejiang's policy communications prominently feature six key areas: high-quality economic development (592 reports), rural revitalization (398), improvement of people's livelihoods (274), digital innovation (201), Asian Games preparation (184), and Party-building initiatives (123). These themes exhibit clear interconnections, shaped by strategic priorities, key events, and practical problem-solving efforts. Zhejiang's unique experience highlights integration between economic and ecological goals, using digital transformation to advance common prosperity, and effectively linking Partybuilding efforts with grassroots governance.
