Research on capacity compensation mechanism of the new power system
Under the background of new power system, the power supply dominated by new energy leads to the problems of thermal power transformation and capacity guarantee. This paper compares and analyzes three capacity compensation mechanisms: fixed cost method, residual cost method and capacity value method. The case study shows that the residual cost method considers the cost recovery and market balance, and can reduce the user’s share cost by 0.062 yuan /kW compared with the fixed cost method, which is more suitable for the initial construction of China’s electricity market. The capacity value law needs to optimize the selection criteria of marginal units and rationally determine the effective capacity. Sensitivity analysis shows that the capacity recovery discount rate has a significant impact on user cost, and it is necessary to balance enterprise income and user affordability. The research results provide theoretical and empirical support for the design of new capacity compensation mechanism of power system.
