Methodological Approach to Comprehensive Assessment of Investment Projects with State Participation in Conditions of Resource Constraints: Risk-oriented Model
In the context of resource shortages and the need for active economic development, the state faces the task of supporting investment projects that will ensure the maximum positive effect from implementation. The problem lies in choosing between projects in strategically important areas and projects that affect social aspects and the economic situation in the region, since the effectiveness of investments is assessed not only by the return on funds, but also by the multiplier effect. Studying this problem will allow us to consider existing approaches, as well as develop a methodology and recommendations for government bodies, development institutions and private investors in terms of prioritizing projects in conditions of limited resources.
