Efektivitas Program Strategis Hubungan Antar Lembaga, Sosialisasi, Komunikasi, Dan Pembudayaan Ideologi Pancasila Dalam Pembinaan Ideologi Pancasila Pada Pemuda Jawa Barat

Agency for Fostering Pancasila Ideology (BPIP) is a state auxiliary body established by President Joko Widodo through Presidential Regulation Number 7 of 2018 concerning the Agency for Pancasila Ideology Education. This institution was formed in response to the government’s concern over the disappearance of Pancasila education among the younger generation after the Reform era. It has a Strategic Program focusing on Socialization, Communication, and Networking. This intensively implemented program targets various groups, including ministries/agencies, regional governments, socio-political organizations, other community components, and particularly the youth. As the nation’s future generation, youth require special attention from the government due to technological developments that make them vulnerable to transnational ideologies, such as radicalism, consumerism, liberalism, and terrorism. These concerns are documented in key BPIP documents, ranging from Policy Directions to Strategic Plans articulated through policy regulations. The researcher seeks to analyze the effectiveness of the implementation of this Strategic Program, with the research locus limited to West Java Province. Using a qualitative research design with a descriptive approach, based on information gathered through interviews, the researcher proposes three problem formulations: First, how effective is the Strategic Program for Inter-Institutional Relations, Socialization, Communication, and Networking?; Second, what are the supporting and inhibiting factors in the effectiveness of this Strategic Program?; and Third, what is the strategic plan formulation to improve the effectiveness of the Strategic Program for Inter-Institutional Relations, Socialization, Communication, and Networking? Based on the effectiveness theory proposed by Gibson (2010), which includes production, efficiency, satisfaction, adaptation, and development, the researcher concludes: First, the Strategic Program can be considered effective; Second, the inhibiting factors of the Strategic Program include difficulties in coordination with local governments, overlapping program activities, uneven budget distribution, and the absence of technical guidelines; and Third, BPIP can strengthen inter-institutional coordination and communication, ensure equal and transparent budget allocation, develop clear and standardized technical guidelines, synchronize programs among units and related institutions, enhance the capacity of implementers and data-based evaluations, and formulate region-based strategic plans.
