Pengembangan Kompetensi Jabatan Fungsional Analis Kebijakan Hasil Penyetaraan Di BPSDM Provinsi Jawa Timur
The problem of this research is based on the number of Functional Positions of Policy Analysts (JFAK) in East Java Province in 2024 recorded at 637 people, which is 11.17% of the total Implementation Units (UPB) in Indonesia. This number shows that Functional Positions of Policy Analysts (JFAK) have a significant role in supporting development in East Java. With a fairly large number, the development of competency of Functional Positions of Policy Analysts (JFAK) in East Java is a strategic issue that needs serious attention. Ineffective and sustainable competency development will have a negative impact on improving the quality of public policy in East Java. This study aims to explain and analyze the process of developing competency of functional positions of policy analysts resulting from equivalence, as well as to identify and analyze the inhibiting factors. In this study, the researcher used a descriptive research type with a qualitative approach. The results of the study showed that the development of competency of functional positions of policy analysts (JFAK) resulting from equivalence at the BPSDM of East Java Province showed multidimensional success. The conclusion of this study is that in terms of technical competence, programs such as the Policy Analyst Special Training (KAK) address the gap in understanding of the main tasks, the limitations of policy analysis products, and the weakness of evidence-based analysis through the LAN RI curriculum and direct practice.
