Constitutional Regulation of Youth Policy in the Soviet Period

The article provides an analysis of the provisions of four Soviet Constitutions in relation to the constitutional and legal regulation of youth policy in this historical period of the development of our state. The purpose of this study is to evaluate the approach of the Soviet legislator to the consolidation of the rights and freedoms of youth in the basic law of the country, which will allow, through the prism of a retrospective analysis, to draw a conclusion about how the state youth policy was implemented in Soviet times from the point of view of constitutional law. The article examines the changes made over the course of half a century to the Constitution of the USSR in relation to youth and state youth policy, starting with the Constitution of the USSR in 1924, ending with the Constitution of the USSR in 1977. The paper concludes that it was the Soviet legislator who, for the first time in the history of Russian constitutional law, reflected the term "youth" in the Constitution. According to the author, the analysis of the text of the Soviet constitutions by modern researchers is an important stage in improving modern domestic legislation in the field of implementation of state youth policy.
