Managing the Timing of Counterparty Selection as a Risk Management Factor in the Enterprise Logistics System

Managing the process of selecting a counterparty is an important part of the material and technical support of a production enterprise, since the implementation of methodological approaches directly affects the efficiency of capital use, reducing the total costs of the enterprise and minimizing production and economic risks. The relevance of this study is determined by the fact that the duration of the procurement procedure often goes beyond the scope of goods, works, services established at the enterprise or satisfying the internal customer. In this regard, the issue of reducing the time of the tender procedure is an important task in improving the efficiency of procurement activities and ensuring the continuity of the production process. This makes it necessary to find ways to improve the supplier's boron efficiency and reduce the total duration of the procedure, time for spending on individual stages and operations. The purpose of the study is to manage the timing of counterparty selection to mitigate risk in the logistics system. The study was conducted using the following scientific methods: classification, generalization, comparative analysis, experiment. The practical significance and novelty lies in the steematization and classification of methodological approaches and tools to coordinate the timing of the procurement procedure, based on the best industry practices. According to the author, the use of developed tools allows you to build a flexible adaptive logistics system and ensure its operational efficiency. The use of such tools as preliminary qua-lification selection, the use of the RACI matrix in the formation of postal documentation, the use of a status model and visualization of data analytics on the dashboard, a matrix of technical experts, normalization of the load of tender department employees and increasing the efficiency of cross-functional teams are analyzed. The proposed methodical approach contributes to the more efficient use of concurrent capabilities and creates the conditions for strengthening the joint work of cross-functional units involved in the process of selecting a counter-agent. The obtained results were implemented in the logistics system of the production enterprise Vostsibugol Company LLC.
