U.S. National Literacy Intervention Training for
Persistent low reading achievement across the United States has elevated literacy intervention as a national priority.Recent National Assessment of Educational Progress (NAEP) results reveal that barely one-third of students read proficiently, with the lowest-performing readersoften those in Tier 3 interventions -falling further behind. In response, a "science of reading" movement has spurred widespread reforms, as over 40 states enact policies mandating evidence-based reading instruction. This article proposes a U.S. National Literacy Intervention Training initiative to equip educators with the knowledge and skills to support struggling readers and Tier 3 students.Grounded in research and the author's cross-cultural teaching experience, the program design emphasizes science-based reading practices, intensive professional development, and systemic support.Anticipated outcomes include improved student literacy, enhanced teacher retention, and broader educational equity. The author's background uniquely positions her to lead this national effort to catalyze change in literacy education.
