IMPROVING THE MECHANISM OF PER CAPITA FINANCING OF MEDICAL ORGANIZATIONS TAKING INTO ACCOUNT THE POPULATION'S NEED FOR MEDICAL CARE

The article is devoted to the study of the problem of improving the mechanism of per capita financing of medical organizations providing medical care to adult residents in outpatient settings. The authors analyzed the relationships between individual indicators of the activities of medical organizations and the demographic parameters of the attached population, as well as the incidence rate. They reviewed the existing methods for determining the amount of financing of medical organizations in Russia and abroad, taking into account various factors such as demography, geography, population density, the level and structure of morbidity. The main findings of the study include the establishment of a significant direct correlation between the incidence rate and the size of the attached population, the number of visits to medical organizations and other factors. It was proposed to include the indicator of the incidence rate of the population in the calculation of the per capita standard for financing medical organizations, which will allow for a more accurate determination of the need for resources and ensure equal access to quality medical care. The authors emphasized the need for further study of the impact of the level and structure of morbidity on the volume of financing of medical organizations, as well as monitoring the effectiveness of providing medical care, taking into account various indicators, such as the share of preventive visits and the detection of new diseases among the adult population. Thus, the study offers specific recommendations for improving the system of financing medical services, aimed at increasing the availability and quality of medical care. The abstract reflects the relevance of the topic, the significance of the results obtained and possible solutions to problems associated with ensuring adequate financing of medical organizations.
